LONDON (Reuters) - Bunga Bunga, Zenga Zenga, a tweeting cobra and other wacky news capped a year that saw the capture of America's most wanted man and the overthrow of dictators.

2011 was filled with animal antics that began with the introduction of Heidi, the cross-eyed opossum, as the latest feral German celebrity to capture hearts around the world.

The star of Leipzig Zoo made an appearance on U.S. television in February predicting Oscar winners, had her own merchandise, a song written about her and gained more than 330,000 fans on Facebook before dying in September to join Paul the oracle octopus and Knut the polar bear in the hereafter.

"The cross-eyed opossum Heidi has closed her eyes forever," the zoo wrote on its website.

This orphaned cat -- named Kitler -- couldn't get adopted in July because the dark fur under her nose resembled the moustache of Nazi tyrant Adolf Hitler. Finding felines that bear a striking similarity to Der Fuhrer became a semi-popular internet meme with websites like "Cats That Look Like Hitler" popping up.

But Heidi wasn't the only news story about the animal world which saw New Zealanders rescue, set free and then lose track of "Happy Feet," the wrong-way Emperor penguin. A fox also escaped from a Belarus hunter by shooting his would-be killer with his own rifle and a flying bear killed two people in Canada.

And who could forget Mia, the cobra who escaped from New York's Bronx zoo? She became a Twitter sensation when an anonymous Twitter user began posting tweets from @bronxzooscobra, which followed the snake's progress visiting New York landmarks and a popular cafe for morning coffee.

"Getting my morning coffee at the Mudtruck. Don't even talk to me until I've had my morning coffee. Seriously, don't. I'm venomous," one Twitter message read.

Twitter gained followers and broke news, including the musings of Osama bin Laden's unwitting neighbor who tweeted about the "unusual" noises in the Pakistani town of Abbottabad during the raid to capture America's most wanted man in May.

"Uh oh, now I'm the guy who live blogged the Osama raid without knowing it," IT consultant Sohaib Athar said on Twitter a few hours after reporting a loud bang rattling his windows.

Video-sharing website YouTube delighted millions with hit videos showing Russian President Dmitry Medvedev parking a car and then trying to hold it back from ploughing into a crowd. It also showed the U.S. Presidential Cadillac marooned on a Dublin ramp and a music video entitled "Zenga Zenga," which lampooned embattled Libyan leader Muammar Gaddafi.

Gaddafi, who is flanked by gyrating female dancers in the video, was later captured and killed -- one of four dictators overthrown in an Arab Spring which also swept through Tunisia, Egypt and Yemen.

Other less authoritarian leaders also fell in 2011.

In seven tumultuous days in November Italy went, as one cartoonist put it, "from Bunga Bunga to Banca Banca." The first refers to the name that former Prime Minister Silvio Berlusconi bestowed on the wild parties he allegedly held at his villas.

The second, Italian for bank, refers to the financial world that will dominate much of new Prime Minister Mario Monti's term as he tries to reign in Italy's profligate spending and tackle a major debt crisis threatening the entire euro zone.

The flamboyant Berlusconi, who is accused of sleeping with a teenage prostitute and hosting parties where girls dressed up in sexy nun or nurse outfits, said he had no regrets.

"I have a high regard for myself and I have nothing to reprimand myself for when I look at myself in the mirror," he said. "Perhaps at times I've exaggerated with irony, but never with brutal offences like those directed towards me."

Berlusconi once described U.S. President Barack Obama as "suntanned," suggested that he seduced Finnish President Tarja Halonen and held up two fingers behind a Spanish minister's head in an EU summit photograph.

British royalty enjoyed a surge of global popularity, with the marriage of Prince William to Kate Middleton in April, which sparked celebrations across Britain, Australia, Canada, New Zealand and a horse-racing victory on the day for the aptly named Royal Wedding at odds of 4/1.

Irish leprechauns, tea-sipping Britons, Australian ABBA impersonators and the oldest yoga teacher on the planet were just some of the people who set records on Guinness World Records Day in November.

In Ireland, 262 people in Dublin set the record for the largest gathering of people dressed as leprechauns.

>"We believe that a record for leprechauns belongs to its native soil and we're really pleased to bring it back to Ireland," Derek Mooney from Ireland's RTE Radio One said.

Charlie Sheen wasn't the only celebrity to top odd stories with his "winning" ways.

Playboy founder Hugh Hefner was jilted in June by prospective wife number three and French actor Gerard Depardieu apologized to fellow passengers for urinating during takeoff on an Air France flight.

The presenters of British motoring TV show "Top Gear" described Mexicans as "lazy, feckless, flatulent, overweight" and didn't fear complaints from Mexico's UK envoy. Ambassador Eduardo Medina Mora described the comments as "vulgar," "inexcusable" and "xenophobic" in a letter to the BBC.

Apple's iPhone edged past pop stars and celebrities as the top searched term on the Web in 2011, despite the death of Apple co-founder Steve Jobs.

"10 years ago we had Steve Jobs, Bob Hope and Johnny Cash. Now we have no Jobs, no Hope and no Cash," according to a joke lamenting the dire straits of the current U.S. economy.

The world of comedy also lost one of its favorite figures with the death of North Korean leader Kim Jong-il in December.

Although he was a brutal dictator reviled by human rights groups for jailing or starving hundreds of thousands of North Koreans and abhorred for his proliferation of weapons of mass destruction, Kim was comedy gold to satirists.

The late leader with his elevator shoes and bouffant hairstyle was immortalized in the 2004 U.S. film "Team America: World Police" in which a foul-mouthed Kim drops U.N. nuclear inspector Hans Blix into a shark aquarium and sings a heartfelt ballad about the burden of leadership in politically incorrect accented English: "I'm so Ronery" (I'm so Lonely).

The last laugh fell to The Economist magazine, which put a waving Kim on its cover in 2000 under the headline "Greetings, earthlings" as the world's most reclusive nation began cautiously opening up to South Korea.

Eleven years later, the British magazine's Asia blog noted Kim's death with another photo of Kim waving under the caption "Farewell, earthlings.

Domestic policy chief starts, leaves amid crises (AP)

WASHINGTON ? Melody Barnes is leaving as White House chief domestic policy adviser at a time when President Barack Obama's administration is getting little notice for its work on the home front to fix the struggling economy.

Barnes, who will be gone by Tuesday, is quick to point out that there have been many domestic achievements, even though the public is dissatisfied.

"I completely understand what the American public is feeling," she said in an interview in her tidy West Wing office. "Real people are hurting in a significant way. ... At the same time, I'm proud of the things we've been able to accomplish over the last few years."

Her office is wrestling with multiple thorny issues now just as it was when Barnes started as Obama's domestic policy team director in 2009.

Back then, the economy plunged into free-fall and the country was in its worst economic crisis since the 1930s. Jobs were being lost at a rate of about 750,000 a month ? a number Barnes still finds so staggering she said she has to double-check it every time she says it.

Homes were being foreclosed, unemployment was skyrocketing and reaching double the national average in the black community. The wars in Iraq and Afghanistan dragged on, an outbreak of H1N1flu virus became a pandemic, and a tsunami that hit Japan crippled a nuclear plant near Tokyo, to name some of the highlights.

Even her chance to play golf with the president, the first time a woman joined him, was a response to what was a public image crisis for Obama. The president was getting flak for playing basketball with men and fostering complaints about a boys' club in the White House.

Just before Christmas, the president and Congress wrangled over a two-month extension of a Social Security payroll tax cut and unemployment benefits. Obama won a victory when the proposal won bipartisan support in the Senate and finally was accepted by House Republicans under extreme pressure.

Barnes, a Richmond, Va., native with a career in government and private sector work, is bowing out of the political arena as Obama struggles with low approval ratings on his handling of the economy.

A majority of Americans do not think the president deserves a second term, according to the most recent Associated Press-GfK poll. But at the same time, the unemployment rate has dropped to 8.6 percent, the lowest level since March 2009. The president's overall approval rating stands at 44 percent, the lowest of his term in AP-GfK surveys.

His strong stance against House Republicans in the payroll tax standoff has caused an uptick in approval ratings in subsequent polls.

Barnes expects the list of legislative victories that she and others pulled off amid the hemorrhaging economy will become more clear in the coming year as the dark clouds of the economy disperse.

She tops that list with the early work to stabilize the economy, 21 months of consistent job growth and the president's long-term investments in education overhaul, an area that became her specialty.

"Our work on education reform, it'll be part of this president's legacy," she said.

Barnes said that with a fraction of what the federal government spends annually on education, about $100 billion, from the American Recovery and Reinvestment Act of 2009, the administration tapped into an education reform movement taking place at the grass roots among governors and local communities frustrated with the prescriptive, one-size-fits-all mandates of No Child Left Behind, the Bush administration's education cornerstone.

Congress has yet to approve revisions to No Child Left Behind, states are using up the stimulus money, and Obama's Race to the Top grant program faces spending cuts. But Barnes said Obama has given a boost to education law changes that now allow such things as connecting student performance and teacher evaluations.

Barnes, chief counsel to the late Sen. Edward Kennedy on the Senate Judiciary Committee, said Obama also deserves credit for passage of a health care overhaul, legislation that she had worked on for eight years with Kennedy. The Massachusetts senator spent his career trying to restructure health care.

There's also the auto industry bailout, expansion of Pell grants to help fund college education, the end of the military's "don't ask, don't tell" policy on gays and work to advance civil rights, she said.

"When you are worried about day to day, it's hard to step back and to take all those other things in," Barnes said. "Although at the same time, I'm literally in the grocery store and people come up to me and say, `Hey, you work for the president. You keep on doing what you are doing.' "

Married a few months into the president's first year, Barnes plans to spend more time with family. She is considering offers in the private sector but hasn't disclosed what those are.

The British government has condemned Israel's plan to build new homes in Jerusalem.

UK criticism follows a statement by France, which has also been angered by the plans for more settlement units in areas which were taken over by Israel in 1967.

Britain's Minister for the Middle East and North Africa, Alistair Burt, has described Israel's approval of the new construction projects in the Palestinian neighborhood of Silwan as "counter-productive to peace efforts."

He said the step by Israeli authorities could only lead to a lack of trust from the Palestinian Authority.

Mr Burt referred to the Israeli announcement as "provocative and deeply counter-productive in the resumption of direct negotiations."

The first stage of the approval process for three controversial construction projects was passed on Wednesday.

Israel is said to be planning 130 Jewish housing units on the border between Gilo and Beit Safafa.

North Korea names Kim Jong Un Supreme Commander (AP)

PYONGYANG, North Korea ? North Korea announced Saturday that Kim Jong Un has been officially named supreme commander of the military, further strengthening his authority after the death of his father, longtime North Korean leader Kim Jong Il.

Officials and state media have bestowed on Kim Jong Un, who is in his late 20s, a string of titles as North Korea's elite rally around him in the wake of his father's death this month after 17 years in power.

But the title Supreme Commander ? and its formal proclamation by the powerful Political Bureau of the Central Committee of the Workers' Party ? is a clear sign that Kim Jong Un is fast consolidating power over North Korea. It's also the latest step in a burgeoning personality cult around him.

Kim Jong Un's age and inexperience have raised questions outside North Korea about his leadership of a nation engaged in delicate negotiations over its nuclear program and grappling with decades of economic hardship and chronic food shortages.

But the North has moved quickly to show the world a unified face.

Kim Jong Un should be "the only center of unity, cohesion and leadership" of the Workers' Party, North Korea's state media said, and the 1.2 million-strong military should uphold the "songun," or military-first, politics laid down by Kim Jong Il.

The party said the country should unite around Kim Jong Un and strengthen "the monolithic leadership system of the dear respected Comrade Kim Jong Un throughout the party and society."

An unannounced Workers' Party meeting Friday proclaimed that the younger Kim "assumed supreme commandership of the Korean People's Army" according to a will made by Kim Jong Il on Oct. 8, the North's official Korean Central News Agency said in a statement early Saturday morning.

The meeting of the North's ruling party came one day after the official mourning period for Kim Jong Il ended and senior military and political officials publicly declared Kim Jong Un leader of the party, military and people at a massive memorial for his father.

Titles are an important part of North Korea's efforts to link Kim Jong Un to the myth-building surrounding the Kim family legacy.

Kim Il Sung, the country's first and only president, retains the title Eternal President even after his death.

Kim Jong Il held three main positions: chairman of the National Defense Commission, general secretary of the Workers' Party and supreme commander of the Korean People's Army. According to the constitution, his position as chairman of the National Defense Commission made him Supreme Leader of North Korea.

Kim Jong Un was made a four-star general last year and appointed a vice chairman of the Central Military Commission of the Workers' Party. Since his father's death, he has picked up major titles from officials and state media: Great Successor, Supreme Leader and Great Leader. And now he has officially been named Supreme Commander.

Analysts said the moves show the power transition has been smooth and faster than anticipated.

"The proclamation is something that has been expected, but it is notable that it happened so quickly," said Kim Yeon-su, a North Korea expert at Korea National Defense University. He said North Korea was showing the world that its system was stable and "the elite remain united."

He said that next for Kim Jong Un in 2012 would be for him to be nominated as chairman of the National Defense Commission and to rise to the post of general secretary of the Workers' Party.

Yang Moo-jin, a professor at the University of North Korean Studies in Seoul, said the succession was accelerating and stabilizing.

"It also shows the military-first rule will continue. The North was pressing ahead with steps for power transition regardless of the mourning period. That shows the country is united."

Choe Yong Nam, 48-year-old army officer, told The Associated Press in Pyongyang that he was confident with Kim Jong Un as supreme commander of the military. "As we were led by illustrious commanders of Mount Paektu, we have won only victories. I am sure that we will always emerge victorious as we have another great leader Kim Jong Un."

Paektu is the highest peak on the Korean peninsula that the North cites in propaganda to signify the Kim dynasty. It is also Kim Jong Il's official birthplace.

An engineer with the 326 Electric Wire Factory, Kim Song Un, 54, said he did not expect any changes in the country's policies. "We will keep to our path of the socialist cause of juche (self reliance) true to the leadership of Kim Jong Un in the future, as we did under the leadership of Kim Jong Il."

Arab League: 'Nothing frightening' in Syria hotspot

Campaigners expressed alarm Wednesday after Arab League observers in Syria said they saw "nothing frightening" during a visit to Homs, the city activists say is the epicenter of nine months of deadly clashes with government forces.

"Some places looked a bit of a mess but there was nothing frightening," Sudanese General Mustafa Dabi, the chief of the monitoring contingent, told Reuters by telephone from Damascus.


"The situation seemed reassuring so far," he added after his team's short visit to the city of one million people, Syria's third largest.

The British-based Syrian Observatory for Human Rights said?Tuesday that security forces fired tear gas at tens of thousands of protesters in Homs, and that 40 people were killed in the city on Monday and Tuesday alone.

A video clip posted on the Internet on Tuesday appeared to show the monitors touring the Baba Amr district of the city as angry residents shouted at them and tugged on one monitor's jacket, pleading them to enter their neighborhoods as gunfire erupted in the background.

Amateur video appears to show government trucks leaving Homs, Syria following several days of violence. Msnbc.com's Dara Brown reports.

The Arab League obervers are checking whether Syria is keeping its promise to withdraw troops from cities and halt the violence that has threatened to spiral into civil war.

Foreign journalists and other observers are banned from Syria, making it difficult to verify claims by activists or the government.

However, the United Nations estimates 5,000 people have been killed in Syria since the nine-month crackdown on opposition protests began.

Meanwhile, live footage carried on al-Jazeera television on Wednesday also?showed gunfire and black smoke rising above Syria's central city of Hama as dozens of men marched through the streets chanting" "Where are the Arab monitors?"

Cloak of respectability?
Given the brief and limited nature of the monitors' tour on Tuesday, the comments by the chief monitor could heighten the concern of opposition activists that the observer mission could be used as a cloak of respectability by Damascus, issuing assessments whitewashing President Bashar Assad's record.?

It also highlights concern over the choice of a Sudanese general to head the mission.

Dabi has held senior Sudanese military and government posts, including in the Darfur region, where the prosecutor of the International Criminal Court says the army carried out war crimes and the United Nations says 300,000 people may have died. Sudan's President Omar al-Bashir has been indicted by the Hague-based International Criminal Court for genocide and crimes against humanity.

At least twenty people have been killed near Homs, Syria, as gunfire sweeps through the city for a third straight day. Msnbc military analyst Ret. Col. Jack Jacobs talks about the future of Syria's leadership.

Eric Reeves, a professor at Smith College in Massachusetts, who studies Sudan and has written strong criticisms of its government, told Reuters the choice of a Sudanese general was a sign the Arab League might not want its monitors to produce findings that would force it to take stronger action.

"There is a broader question of why you would pick someone to lead this investigation ... when he is part of an army that is guilty of precisely the sort of crimes that are being investigated in Syria," Reeves said.

"I think a Sudanese general would be one of the least likely people in the world to acknowledge these findings even if they are right there before him... It doesn't make any sense unless you want to shape the finding. They want it shaped in ways that will minimize the obligation to do more than they already have."

'Shouting into a void'
A Baba Amr resident and activist, who gave his name as Omar, expressed frustration at the Arab League visit. "I felt they didn't really acknowledge what they'd seen -- maybe they had orders not to show sympathy," he said.

"But they didn't seem enthusiastic about hearing people tell their stories, we felt like we were shouting into a void."

"We placed our hopes in the entire Arab League," said Omar. "But these monitors don't seem to understand how the regime works, they don't seem interested in the suffering and death people have faced."

Amnesty International said Sudan's military intelligence, at the time Dabi led it, "was responsible for the arbitrary arrest and detention, enforced disappearance, and torture or other ill-treatment of numerous people in Sudan."

Jehanne Henry, Sudan researcher at New York-based Human Rights Watch, said that as head of Sudan's military intelligence in the 1990s, Dabi "certainly would have been in a position to know what the security services were doing at that time."

"He obviously does not fit the profile as a human rights monitor," she added.

"We have no confidence at all in the Arab League mission,"?Dr Mousab Azzawi told msnbc.com on Tuesday. "The very people investigating Syria are wanted for war crimes by the ICC -- it is some of bad joke."

The Arab League says Dabi brings vital military and diplomatic expertise to its unprecedented mission to verify that Assad is complying with a deal to end Syria's crackdown on protesters.

For its part, Khartoum says the accusations against Sudan's president are baseless and politically motivated, and puts the Darfur death toll at 10,000.

Foreign monitors energize Syrian protests (AP)

HOMS, Syria ? The presence of Arab League monitors in Syria has re-energized the anti-government protest movement, with tens of thousands turning out over the past three days in cities and neighborhoods where the observers are expected to visit. The huge rallies have been met by lethal gunfire from security forces apparently worried about multiple mass sit-ins modeled after Cairo's Tahrir Square.

On Thursday, security forces opened fire on tens of thousands protesting outside a mosque in a Damascus suburb and killed at least four. The crowd had gathered at the mosque near to a municipal building where cars of the monitors had been spotted outside.

Troops fired live ammunition and tear gas to disperse large protests in several areas of the country, including central Damascus, killing at least 26 people nationwide, activists said. A key activist network, the Local Coordination Committees, said it has documented the names of 130 people, including six children, who died since the Arab League monitors arrived in Syria Monday night.

The ongoing violence, and new questions about the human rights record of the head of the Arab League monitors, are reinforcing the opposition's view that Syria's limited cooperation with the observers is nothing more than a farce for President Bashar Assad's regime to buy time and forestall more international condemnation and sanctions.

Still, the presence of outside monitors has invigorated frustrated protesters and motivated them to take to the streets again in large numbers after months of demonstrations met by bullets had dashed their hopes of peaceful change.

"We know the observers won't do anything to help us," said Yahya Abdel-Bari, an activist in the Damascus suburb of Douma. "But still, we want to show them our numbers, to let them know what is really happening here," he said.

The 60 Arab League monitors, who began work Tuesday, are the first Syria has allowed in during the nine-month anti-government uprising. They are supposed to ensure the regime complies with terms of the Arab League plan to end Assad's crackdown on dissent. The U.N. says more than 5,000 people have died in the uprising since March.

The plan, which Syria agreed to on Dec. 19, demands that the government remove its security forces and heavy weapons from cities, start talks with the opposition and allow human rights workers and journalists into the country. It also calls for the release of all political prisoners.

As word spread Thursday morning that the observers would be visiting Douma ? which saw an intense government crackdown in the early days of the uprising ? thousands of people began gathering outside the Grand Mosque, calling for Assad's downfall and for international protection for civilians.

Amateur videos posted on the Internet showed protesters in Douma facing off with Syrian soldiers, shouting "Freedom, Freedom!" Troops then opened fire to disperse the protesters, whose numbers had swelled to around 20,000.

"It came like rain, they used heavy machine guns, Kalashnikovs, everything," said Abdel-Bari.

Four people were killed and scores others wounded, said Abdel-Bari and various activist groups.

Rami Abdul-Rahman, head of the British-based Syrian Observatory for Human Rights, said cars belonging to the Arab League monitors were seen in front of a municipal building close to the mosque around the same time.

But after the killings, Abdul-Rahman and Abdel-Bari said the monitors were barred by security officials from entering Douma and the situation quickly deteriorated. A witness said angry citizens closed off streets with rocks and garbage containers and thousands of people returned to the area around the Grand Mosque to stage a sit-in.

Troops also surrounded a mosque in Damascus' central neighborhood of Midan and tossed tear gas canisters at hundreds of people calling for the downfall of the regime.

In the northern Idlib province, some 150,000 protesters took to the streets ? more than on any other day recently, the Observatory said.

"The presence of monitors is a source of comfort to the Syrian street and breaks the barrier of fear for those who were hesitant about protesting," said Abdul-Rahman.

Although the violence against protesters has not stopped, he said the death toll would have probably been double what it is had there been no monitors on the ground.

Much of the bloodshed of the past few days appeared to be a desperate attempt by authorities to keep protesters from gaining ground for multiple mass sit-ins where they can recreate the model of Cairo's Tahrir Square. The two-week sit-in at Tahrir brought down longtime authoritarian ruler Hosni Mubarak in February and inspired other uprisings across the Arab world.

On Tuesday, as monitors visited the flashpoint city of Homs in central Syria, troops shot at thousands of protesters trying to reach the city's central Clock Square. On Wednesday, the scene was repeated in nearby Hama, where protesters were shot trying to reach Assi Square and activists said at least six people were killed.

"This is the regime's biggest fear, to have hundreds of thousands of people gathered in one place," said one Homs resident.

Syria has allowed the monitors in, released about 800 prisoners and pulled some of its tanks from the city of Homs. But it has continued to shoot and kill unarmed protesters and has not lived up to any other terms of the agreement.

Syria's top opposition leader, Burhan Ghalioun, told reporters in Cairo after meeting Arab League Chief Nabil Elaraby that the aim of the mission is not only to observe, but to make sure that the Syrian government is "stopping the killing and shooting." He added that the Syrian government is holding more than 100,000 detainees, "some of them held in military barracks and aboard ships off the Syrian coast." He added: "There is real danger that the regime might kill them to say there are no prisoners."

State-run TV said monitors also visited the Damascus suburb of Harasta, the central city of Hama and the southern province of Daraa, where the uprising against Assad began in March.

The Observatory said a total of 26 people have been shot by security forces and killed on Thursday, most of them in several suburbs of Damascus. The Local Coordination Committees, another activist group, said 35 people were killed. The differing death tolls could not be immediately reconciled as Syria bans most foreign journalists and keeps tight restrictions on the local media.

The Syrian government organized a tour to the restive central city of Homs, where one team of monitors has been working for the last three days.

At the entrance to the city, which witnessed much of the violence in the past months, two checkpoints were stopping cars and asking for people's identity cards. Inside, most shops were closed and streets had few people and cars as sporadic gunfire rang out. Most main streets were clean, but side streets were lined with piles of garbage bags.

At the military hospital, one of the largest in the city, a large number of civilians and members of the military were receiving treatment. One of them was a soldier who was shot in the stomach while in a Homs street Thursday morning. He was undergoing an operation, his mother said.

"My son did not harm anyone. He is a soldier to protect the country," said his mother, Zeinab Jaroud, as she stood holding back here tears outside the operating room.

Dalian Re-instates Caps on Social Insurance Contributions | China ...

Dec. 29 ? On December 27 the Dalian Social Insurance Fund Management Centre released a document stating that the caps on contributions by employers to the various social insurance funds are to be re-instated (as they had been removed from September 2011) and that the previous method for the calculation of bases for contributions would also be re-adopted (this was also changed as of September 2011).

This is fantastic news for companies based in Dalian, who have been paying higher social insurance contributions on behalf of their high-earning employees compared to companies in other cities. From January 2012 the employer burden for each individual employee will again be limited to a maximum of RMB3,503 per month.

It can be assumed that heavy pressure on the government from large employers in Dalian ahead of the Chinese New Year has had an effect on the government?s decision. If the cap had not been reinstated, it would have been very difficult for companies to pay reasonable bonuses to their staff. This is because they would have had to pay 31.2 percent?social insurance contribution on top of the entire salary (including bonus) paid to all employees in January. Now their burden will be considerably lightened.

Despite this sudden announcement, the Dalian social insurance system remains quite exceptional in a couple of respects.

  • Foreigners are still included and required to make contributions. The definition of foreigners still includes people with Hong Kong, Macau or Taiwanese citizenship. This is in contrast with national regulations recently issued relating to contributions to social insurance funds
  • The government is only collecting contributions for pension from foreigners, and is not requiring individuals or their employers to make contributions to any of the other funds. Although there is nothing in writing stating this, companies that have started to contribute are finding (to their pleasant surprise) that they are only having to contribute to this one fund for their foreign staff
  • People with German nationality in the Development Zone area are finding that they are considered totally exempted from making such contributions, as are their employers. This presumably is because of the bilateral treaty in place between China and Germany which specifically mentions this matter. However the Dalian government is extending the exemption to all Germans, not just those that can prove they have made contributions already in Germany. The large German population in Dalian is quite pleased about this
  • The document stresses that employers are still required to meet obligations for the period between September and December of 2011 when the cap was not in effect. Many companies did not register their foreign employees during this period due to the prohibitive extra cost involved in doing so. It remains to be seen how the government will react to the widespread non-compliance from many employers during this period
