(AP) ? A Soyuz carrying an American, Russian and Italian blasted off Wednesday for a six-hour trip to the International Space Station, where the new crew will spend six months conducting a variety of experiments.

The Russian spacecraft lifted off at 2:31 a.m. (2031GMT, 4:31 p.m. EDT Tuesday) from the Baikonur Cosmodrome, which Russia leases in Kazakhstan. Live footage provided by NASA TV showed it soaring into the clear night sky. About four minutes later, the announcer said the Soyuz was traveling at 4,700 miles per hour (about 7,500 kilometers per hour).

The cramped capsule carrying NASA's Karen Nyberg, Russian cosmonaut Fyodor Yurchikhin and Italy's Luca Parmitano will orbit the Earth four times before docking with the space station less than six hours after liftoff.

They will join three other people ? NASA's Chris Cassidy and Russians Pavel Vinogradov and Alexander Misurkin ? who have been aboard the station since late March.

Yurchikhin, 54, is a veteran of three previous spaceflights, while 36-year-old Parmitano, a former test pilot, is making his first trip into space. Nyberg, 43, spent two weeks in space in 2008 as part of a U.S. space shuttle crew.

Four spacewalks are planned during the expedition, including what NASA said would be the first by an Italian.

The International Space Station is the biggest orbiting outpost ever built and can sometimes be seen from Earth with the naked eye. It consists of more than a dozen modules built by the United States, Russia, Canada, Japan and the European Space Agency.

I want to generate a double value in java, with up 10 decimal spaces. I know how to use the standard java random number generator to get numbers in between a specific range, but I dont know how to shift decimal places so that I can have decimals and whole numbers like 123456.000123. This is probably simple but the only way I know how to do this at the moment would be to generate each digit separately and put them together which is pretty inefficient. Any suggestions would be greatly appreciated!

Do you need it to specifically have that format? With that many whole number places and that many decimal places filled?

What are you going to do with it? You might be better off using BigDecimal

Japanese politician apologizes for sex comment

TOKYO (AP) ? An outspoken Japanese politician apologized Monday for saying U.S. troops should patronize adult entertainment businesses as a way to reduce sex crimes, but defended another inflammatory remark about Japan's use of sex slaves before and during World War II.

Osaka Mayor Toru Hashimoto, co-leader of an emerging nationalist party, said his remarks two weeks ago rose from a "sense of crisis" about cases of sexual assaults by U.S. military personnel on Japanese civilians in Okinawa, where a large number of U.S. troops are based under a bilateral security treaty.

Hashimoto also said he had not tried to condone a system of so-called comfort women, but meant to say military authorities at the time, not only in Japan but in many other countries, considered it necessary.

He denied any intention to avoid Japan's responsibility over its wartime actions, adding he wanted to shed light on sex offenses in the battlefield and encourage open debate on the problem today.

"I understand that my remark could be construed as an insult to the U.S. forces and to the American people" and was inappropriate, he told a news conference at the Foreign Correspondents' Club of Japan in Tokyo. "I retract this remark and express an apology."

Hashimoto, a lawyer and former TV personality, created an uproar with comments to journalists two weeks ago about Japan's modern and wartime sexual services, which he said were misquoted. The comments added to recent anger in neighboring countries that suffered from Japan's wartime aggression and have complained about the lack of atonement for the atrocities.

Hashimoto said then that the practice of using women from across Asia to work in front-line brothels before and during World War II was necessary to maintain discipline and provide relaxation for soldiers. He added that on a recent visit to the southern island of Okinawa, he suggested to the U.S. commander there that his troops "make better use" of the legal sex industry "to control the sexual energy of those tough guys."

On Monday, Hashimoto called the use of comfort women an "inexcusable act that violated the dignity and human rights of the women, in which large numbers of Korean and Japanese were included." He did not mention women from other countries, such as China, the Philippines and Indonesia, where many teenagers had been forced into sex slavery.

He said Japan must express deep remorse and apologize to the women. He repeatedly denied any intention to whitewash Japan's wartime responsibility.

But he didn't apologize for those comments about Japan's unresolved wartime action, and insisted that the country's wartime government did not systematically force girls and women into prostitution.

Historians say up to 200,000 women, mainly from the Korean Peninsula and China, were forced to provide sex for Japanese soldiers in military brothels. While some other World War II armies had military brothels, Japan is the only country accused of such widespread, organized sexual slavery.

"If only Japan is blamed because of the widely held view that the state authority of Japan was intentionally involved in the abduction and trafficking of women, I will have to inform you that this view is incorrect," he said.

Hashimoto urged the government to clarify or revise Japan's landmark apology in a 1993 statement by then-Chief Cabinet Secretary Yohei Kono to clearly state that Japan did not systematically force women into prostitution for its wartime military.

The Kono apology acknowledged the military's involvement, both direct and indirect, in the forced recruitment of the women.

Hashimoto said the apology does not say whether the operation was run under "a state will" and that such murkiness has largely contributed to longstanding disputes between Japan and South Korea over the issue. He raised doubts of accounts by some of the women who have come forward as victims of Japan's sexual slavery as reliable evidence of coercion.

Before taking office in December, Abe had advocated revising the Kono apology, but now says he stands by it.

Hashimoto said he was quoted out of context saying he believed that the use the system was necessary. He said he was trying to say that armed forces around the world "seem to have needed women" in past wars and had violated women's human rights during wartime.

Singling out Japan was wrong, as this issue also existed in the armed forces of the United States, Britain, France, Germany and the former Soviet Union during World War II, he alleged, without elaborating.

"Based on the premise that Japan must remorsefully face its past offenses and must never justify the offenses, I intended to argue that other nations in the world must not attempt to conclude the matter by blaming only Japan and by associating Japan alone with the simple phrase of 'sex slaves' or 'sex slavery,'" Hashimoto said in a statement to journalists.

Hashimoto, 43, has become well-known in recent years for his outspokenness. Last year, he formed the Japan Restoration Party with former Tokyo Gov. Shintaro Ishihara, a strident nationalist. It is now an opposition party in the parliament.

Microsoft Surface Pro finally goes on sale in Singapore from June 3rd: Better Late than Never?

After nearly two months since the launch of the Microsoft Surface RT, the Surface Pro will finally hit local shores on June 3rd. Targeted at users seeking a purist Windows experience, the Surface Pro runs a full-fledged Windows 8 Pro operating system, instead of the tablet-optimized Windows RT found on the Surface RT. As the key selling point of the slate, this basically allows you to install and run any compatible Windows 8 application that you could on any of your other PC devices, as opposed to being limited to Windows RT specific applications on the Surface RT. Just imagine using a desktop or notebook, but in a tablet form factor.

Microsoft Surface Pro finally goes on sale in Singapore from June 3rd: Better Late than Never?

The make this possible, the hardware had to be spruced up accordingly. Under the hood, the Surface Pro is powered by a 3rd generation Intel i5 processor and comes with 4GB of RAM, making the Pro no slop in terms of horsepower. The device also sports an impressive 10.6-inch 1920 by 1080 pixel resolution display, a significant bump from the 1366 by 768 pixel resolution of the RT. Storage wise, the Pro is available in 64GB and 128GB models, beefed up from the 32GB and 64GB capacities of the RT respectively -- supposedly to accommodate the comparatively larger applications.

However, with the specification boost, the size and weight of the tablet had to be compromised. The Surface Pro checks in at a hefty 910g, compared to the 680g RT. The Pro is also a substantial 3.6mm thicker than its less powerful sibling at 13mm -- quite an intimidating side profile for a tablet if you ask me. Other notable differences from the Surface RT include support for 10-point multi-touch, stylus input as well as a USB 3.0 port (the RT is equipped with a USB 2.0 port).

Given the slate?s operating system and weight, which is comparable to some of the lighter 11-inch ultrabooks after slapping on one of the fancy keyboard/cover accessories, the Pro feels like an out-of-place product that just does not belong to the tablet segment. To me, the Surface Pro is a confusing product that is neither a tablet nor an ultrabook, and comes across as an unnecessary attempt to plug a trivial gap that lies between the tablet and ultrabook segments. This is compounded by the price of the Pro which starts from S$1198 for the 64GB model and S$1328 for the 128GB model, putting it clearly in the price bracket of some of the entry level ultrabooks. So the question beckons ? why would anyone want to buy the Surface Pro, especially when superior Haswell based offerings are on the horizon?

But for those out there still unwaveringly interested to get your hands on the slate, the Surface Pro will go on sale come next Monday at all major Challenger, Harvey Norman and Newstead stores islandwide.

Syrian opposition unity talks hit snags before peace conference

    By Khaled Yacoub Oweis

ISTANBUL (Reuters) - Talks by Syria's opposition to choose a new leadership before an international peace conference stalled on Sunday over proposals to lessen Qatar's influence on the rebel forces, opposition sources said.

The disarray in the opposition ranks emerged as the Syrian foreign minister said President Bashar al-Assad's government would take part "in principle" in the conference, which could take place in the next few weeks in Geneva.

The U.S. and Russian foreign ministers, who are trying to revive a plan for a political transition in Syria, were due to meet in Paris on Monday to work out the details.

With Iranian-backed Hezbollah militants now openly fighting alongside government troops in Syria, the Saudi monarchy is keen to play a greater role in backing the Sunni-led opposition, the sources said.

Qatar had agreed to let Saudi Arabia play the primary role in opposition politics and the kingdom is expected to lead Gulf efforts to back a new provisional government financially, opposition sources said.

But Mustafa al-Sabbagh, the Qatari-backed secretary general of the Syrian National Coalition who has played a main role in channeling money for aid and military supplies inside Syria, is resisting a Saudi-supported plan to add members to the 60-strong coalition, the sources said.

The coalition is controlled by the Sabbagh faction and a bloc largely influenced by the Muslim Brotherhood, which led resistance to the rule of Assad's late father in the 1980s, when many thousands of Brotherhood members and leftists were executed and tortured.

Relations between Saudi Arabia and the Muslim Brotherhood improved after a senior Brotherhood official met Saudi officials in Riyadh earlier this month.

"Sabbagh has been told by Qatar that the Saudis are brothers and he should compromise. But he is a Syrian first and he will put the interest of the national opposition above everything," an ally of Sabbagh in the coalition said.

For the last three days, the coalition has been debating a plan to add 25 members of a liberal grouping headed by veteran opposition figure Michel Kilo.

Ten other members associated with the rebel Free Syrian Army could be also added.

"The mechanism on how to add the new members has not yet been worked out. The outcome of the meeting is still hanging in the balance," another coalition member said.

If the expansion goes ahead, the coalition will move to discuss the Geneva conference and a new leadership, including the fate of provisional prime minister Ghassan Hitto, who has not been able to form a provisional government since being appointed on March 19.

The coalition has been rudderless since the resignation around of Moaz AlKhatib, a cleric, who had floated two initiatives for Assad to leave power peacefully.

Washington has pressured the coalition to resolve its divisions and to expand to include more liberals to counter Islamists from dominating the coalition.

The Syrian conflict began with peaceful protests against Assad's autocratic rule that were met with military repression, leading to an armed insurgency.

The war has developed into a sectarian conflict pitting members of Assad's Alawite sect, an offshoot of Shi'ite Islam that has controlled Syria since the 1960s, against members of the Sunni majority.

Japan's Nikkei dives as yen gains strength

(AP) ? Japan's stock market dived Monday after the yen reversed some of its recent fall against the U.S. dollar. Stocks elsewhere in Asia were mixed as investors tried to sort out conflicting indicators about the health of the global economy.

The Nikkei 225 shed 3.1 percent to 14,157.34, after its stalwart export sector was hit with wide-ranging losses. The benchmark in Tokyo has been on a tear, rising 36 percent since the beginning of the year. The yen's steady fall against other major currencies has been a major market propellant but it reversed some of that decline Monday after reaching 103 to the dollar last week.

The currency's slide is a byproduct of the economic stimulus policies embraced this year by Prime Minister Shinzo Abe, who has embarked on an aggressive campaign to lift consumer prices and encourage borrowing and spending. As part of that effort, Japan's central bank is flooding its financial system with money ? action that has helped reduce the value of the yen.

Hopes for a global economic recovery were undermined last week when a survey on China's monthly manufacturing pace showed a bigger-than-expected decline. Less-than-clear indications from the U.S. Federal Reserve on whether it might scale back its aggressive bond-buying program also caused investors to curb their enthusiasm.

Hong Kong's Hang Seng fell 0.1 percent to 22,595.57. South Korea's Kospi gained 0.3 percent to 1,979.56. Benchmarks in mainland China, Singapore and Taiwan rose. Australia's S&P/ASX 200 declined 0.6 percent to 4,953.30. Benchmarks in the Philippines, New Zealand and Indonesia fell.

On Wall Street on Friday, the Dow Jones industrial average rose 0.1 percent, to 15,303.10. The Standard & Poor's 500 index fell less than 0.1 percent to 1,649.60. The Nasdaq composite index fell less than 0.1 percent to 3,459.14.

Markets in the U.S. will be closed Monday for Memorial Day.

Benchmark oil for July delivery was down 78 cents to $93.37 in electronic trading on the New York Mercantile Exchange. The contract fell 10 cents to $94.15 a barrel on the Nymex on Friday.

In currencies, the euro fell to $1.2924 from $1.2934 late Friday in New York. The dollar was at 100.99 yen down from last week's high of more than 103 yen per dollar.
